887 visa spouse functional English

Hi,

I am new member of this forum. I am hoping to apply 887 visa coming April . My wife(Secondary Applicant ) got IELTS scores overall 5.0( R-4, W-6,S-5,L-5.5). However, Homeaffair site describes Functional English as below. 

 An International English Language Testing System (IELTS) test result of an average band score of at least 4.5 based on the four test components of speaking, reading, listening and writing.

As per my understanding above score satisfy this requirement even though she scored 4 for Reading componenet or it’s a requirement of 4.5 in each module.

Anyway can anyone please advise know about this issue.

Do we need to submit spouse IELTS for 887 visa application? As per my understanding, we have to submit IELTS for dependent applicants who turned 18 after 489 visa grant only. Correct me if I'm wrong :)
