Recheck - it should be only for dependents 

Proof of functional English

 

Provide proof that all dependent applicants aged 18 years and older, who did not pay the second instalment of the visa application charge at provisional stage, have at least functional English.
 

If you can't provide functional English documents

If any of the dependent applicants, who did not pay the second instalment cannot show evidence of functional English, you will need to pay the second instalment of the visa application charge for each of those dependent applicants, when we ask you to.

I heard that CO request 887 main applicant English test because when they as a second applicant during 489 visa.

If the 887 main applicant is the main applicant during 489 , English test is not necessary.

Thats not correct coz i was not primary for 489 and for 887 i am but my MARA consultant said that i do not need to provide anything. So i am completely surprised by this request.I am sure there would be some reason behind this request.

I was also secondary applicant when we applied 489

I remember in March 2019 someone submitted a FOI to Home Affairs and the number was around 7500 applicants which include secondary applicants. So I guess the actual application should be a lot less as most include secondary, but not sure how many

There might be a chance of truth; i personally know tons of 489'rs who are not on this forum and don't want to join also. So you never know.
If there is 8000 applicant processing time should be 3-4 years. I personally know many people applied different month. It should be around 2000. I could be wrnog as well.
