You can contact the department informing your situation and that you are a 2018 applicant . Given that immigration is processing May 2019 application. That’s what I did, it worked for me. So, fingers cross your grant should be on the way.

They are clearing the backlogs not opening new applications, I have updated many 2018 grants in the last couple of days in the tracker.

There is no such complaint format.
 

Just mention that you have already proved your Evidence of English ability when you apply 489 and there is no such English requirements on 887 visa so ask them to review your application. 
 

Better to upload your degree certificate again.
