Aged parent visa

Good afternoon,

Wanted to ask if anyone is aware of a visa that would process quicker for my mum. She has been on a aged parent visa application since 2014. The problem we have is that she is now nearly 90 and her medication cost etc are growing. 

As she is only on a bridging visa she is only entitled to be on reciprocal health care card so is unable to apply for any kind of health care card. 

We were originally told after 10 years she would be entitled to full Medicare benefits but this now doesn't seem the case. Instead of every 5 years renewal we are required to renew every 12 months.

Any help will be much appreciated.
